90 BRIDGE STREET REDEVELOPMENT – UPWELLER AND BATH HOUSE

The Town of Chatham is soliciting written bids pursuant to applicable public bidding laws of Massachusetts including but not limited to G.L149, §§ 44A-44H for 90 Bridge Street Redevelopment – Upweller and Bath House, located at 90 Bridge Street, Chatham, MA 02633. Such Bids shall be addressed to the Town Manager and endorsed "BID FOR 90 BRIDGE STREET REDEVELOPMENT – UPWELLER AND BATH HOUSE”

The project generally consists of structural alterations to an existing building on a waterfront pier, construction of a new bath house building, and associated site and utility work as detailed in the contract documents.

The Town of Chatham hereby requests bids from:

  • General Contractors interested in bidding and from Subcontractors in the following subtrades.
    1. Electrical Work
    2. Plumbing
    3. Roofing and Flashing
    4. Miscellaneous and Ornamental Iron

Prospective Bidders may obtain copies of the Bidding Documents electronically from the Project Engineer, GEI Consultants, Inc.   Requests for electronic delivery of the Contract Documents should be addressed to Daniel Robbins at .  Bidding Documents will be available on or after Wednesday, March 25, 2026. There is no charge for electronic delivery of the contract documents. No partial sets will be issued. 

A non-mandatory Pre-Bid Conference/Site Inspection will occur at 11am, Thursday April 2, 2026 at the project site, 90 Bridge Street, Chatham, MA. The project site is under construction and proper PPE will be required.

SCHEDULE OF BID PROCESS:

  • Bid Documents available to Bidders: Wednesday March 25, 2026
  • Pre-Bid Conference: 11am, Thursday April 2, 2026 at 90 Bridge Street, Chatham MA 02633 
  • Question/Clarification Period closes:
  • For Subcontractors: April 7, 2026 at 12pm
  • For General Contractors: April 17, 2026 at 12pm
  • Bid Submission Deadline:
  • For Subcontractors: April 15, 2026 at 2pm
  • For General Contractors: April 24,2026 at 1pm

Each bid shall be submitted to the Town of Chatham Town Manager and endorsed "BID FOR 90 BRIDGE STREET– UPWELLER AND BATH HOUSE” at 549 Main Street, Chatham, MA 02633, on or before time and date indicated in the Schedule of Bid Process.  Each bid shall be in a separate sealed envelope. Award is subject to appropriation and the availability of sufficient funding. 

All questions pertaining to the plans, specifications, or any of the Contract Documents must be submitted in writing, addressed to the attention of Daniel Robbins and delivered by email to . To be given consideration, all questions must be received by the time outlined within the schedule of bid process.  No questions will be answered if received after the deadline indicated.

Any and all interpretations and any supplemental instructions will be in the form of written Addenda to the Contract Documents which, if issued, will be provided to all persons on record as having received a complete set of Contract Documents at the respective addresses furnished for such purposes.  Such Addenda will be provided not later than 48 hours prior to the time set for opening of bids.  Failure of any Bidder to receive any Addendum or interpretation shall not relieve such bidder from any obligation under his Bid as submitted. No oral interpretations will be made to any potential respondent as to the meaning of any requirements specified within this Invitation for Bids.  In preparing its proposal, the Contractor shall rely only on what has been communicated in writing, and no oral communication shall become the basis for any subsequent protest of the selection process.

Every General Bidder must be certified by the Division of Capital Asset Management (“DCAM”) in the category of General Contractor for the dollar amount of their bid. General Bids will be valid only when accompanied by a valid and current Certificate of Eligibility and Contractor Update Statement summarizing the General Bidder’s record for the period between the latest DCAM certification and the date the contractor submits its bid.

Every Sub-bidder must be certified by the DCAM for the dollar amount of their sub-bid. Sub-bids will be valid only when accompanied by a Certificate of Eligibility and an Update Statement. 

The project is subject to MA Prevailing Wage Rates.

Each bid proposal must be secured by an accompanying deposit of five (5) percent of the total amount of the bid. Deposits shall be in the form of a bid bond, certified check, treasurer’s or cashier’s check payable to the Town of Chatham. No cash will be accepted.  Bid deposits of all General Bidders, except those of the three lowest responsible and eligible Bidders, will be returned within five (5) days, Saturdays, Sundays, and legal holidays excluded, after the opening of General Bids.  The bid deposits of the three lowest responsible and eligible General Bidders shall be returned upon the execution and delivery of the General Contract or, if no award is made, then at the expiration of thirty (30) days after the opening of the bids, Saturdays, Sundays, and legal holidays excluded, unless forfeited by failure to sign the Contract.  In case of refusal or failure to enter into the proposed contract or furnish required bonds as stated in his Bid, the Bidder shall forfeit the bid deposit and the amount shall become the property of the Town of Chatham as liquidated damages, provided that the amount of the bid deposit subject to forfeiture shall not, in any event, exceed the difference between the Bidder’s price and the bid price of the next lowest responsible and responsive Bidder

The Town reserves the right to waive any informalities and to reject any or all bids if it be in the public interest of the Town of Chatham.
