West Chatham Build-Out Analysis Presentation MondayThe Planning Board will receive a presentation from BSC Group on the West Chatham Neighborhood Center Build-Out Analysis at its meeting on Monday, October 28th beginning at 5 p.m. in the large meeting room at the Town Office Annex, 261 George Ryder Road. The build-out analysis is a broad estimate of the development that could occur in a community based on future proposed zoning and environmental limitations. The analysis consists of maps and data showing proposed zoning, constraints to development, and land suitable for development. The analysis is a step in the process to inform the Planning Board’s work to bring a Protective (Zoning) Bylaw amendment to create a West Chatham Neighborhood Center District to 2025 Annual Town Meeting. Future presentations will be made at Planning Board meetings as information becomes available. Remote participation in the meeting will be available through the link in the posted agenda. The meeting may also be viewed on Xfinity Channel 1072 or streamed through the Town’s website or Chatham TV's YouTube channel.

Voter Registration ClosesLast Call for Early VotingIf you are not already registered to vote in Chatham, your last chance to register to vote in the State/Presidential Election on November 5th is tomorrow, Saturday, October 26th by 5 p.m. You can register to vote in person at the Town Clerk’s office, 549 Main Street, or online through the Secretary of the Commonwealth’s online voter portal. https://www.sec.state.ma.us/OVR/ Early voting continues Saturday, October 26th from 9 a.m. to 3 p.m. and Monday through Friday, October 28th through November 1st from 8 a.m. to 4 p.m. at the Town Offices, 549 Main Street. If you prefer to vote in person on Election Day, November 5th, polls will be open at the Community Center, 702 Main Street, from 7 a.m. to 8 p.m.

Caruso Joins Fire DepartmentThe Fire Department welcomed David (Dave) Caruso as Chatham’s newest Firefighter/Paramedic on Monday, October 21st. Firefighter Caruso worked for the Yarmouth Fire Department as a Firefighter/Paramedic in a full-time capacity since 2013, after serving as a Call Firefighter there for five years. He is a graduate of Dennis-Yarmouth High School and holds a certificate in Paramedicine from Cape Cod Community College.

Budget Summit Re-CapThe Select Board was joined by the Finance Committee and representatives of the Monomoy Regional School Committee for the Town’s 13th Annual Budget Summit to kick off the budget review process for FY2026 on Tuesday, October 22nd. Lead by Town Manager Jill Goldsmith and Finance Director Carrie Mazerolle, the Budget Summit presents the Town’s current fiscal state, information on budgetary components, and preliminary projected revenues, including estimated local receipts, and operating expense forecasts. The 5-year draft capital plan was previewed with Director Mazerolle noting that the deadline for submitting capital requests had not yet been reached and additional requests may be submitted. The Town’s current debt was discussed. Monomoy Regional School District Superintendent Scott Carpenter and District Business Manager Michael MacMillan provided preliminary information on the District’s budget including information on enrollment and School Choice. Throughout the Summit members of the Select Board and Finance Committee asked questions and provided input on priorities for budgetary consideration. The next step in the budgeting process is the submission of Department and Division operating budget proposals to Town Manager Goldsmith by November 15th. Upcoming Public HearingsThe Select Board will hold the following public hearings on Tuesday, October 29th at 5:30 p.m. in the large meeting room of the Town Office Annex, 261 George Ryder Road: To consider a petition from NSTAR Electric Company d/b/a Eversource Energy to install a 35’ +/- of 1-3” conduit under Capris Lane to provide new underground service to 35 Capri Lane. To consider a petition from NSTAR Electric Company d/b/a Eversource Energy to install 250’ +/- of 2-4” conduit in the Right of Way of Training Field Road to provide new underground service for a new building at 114 Training Field Road (Water Treatment Facility). To consider extension of “No Parking” Zone from the corner of Claflin Landing east past the second driveway of the Hawthorne Hotel at 196 Shore Road; the installation of W1-4R curve sign with an advisory 20 mph plaque affixed on the eastbound side of Fox Hill Road; and the installation of two (2) new “Stop” signs at the intersection of Barcliff Avenue and Old Harbor Road, on opposite corners from the existing signs. Film Permit IssuedA film permit has been issued to Flop Films for limited filming on Saturday, October 26th from 9 a.m. to 6 p.m. Four crew members (no actors) with camera, tripod, and sound boom will be gathering footage along sidewalks on the east end of Main Street and various other locations for a documentary.

Advance Notice of Road WorkThe Town will be undertaking road work in several areas of Town in the coming weeks. Drainage work will be done on Seaview Street, just north of Main Street, prior to the reconstruction and paving of Seaview Street from Main Street to Highland Avenue. It is likely that Seaview Street will be closed during construction due the width of the street and work location. Old Harbor Road north from the intersection with Shore Road to Scatteree Road and Stony Hill Road north of Route 28 to Kendrick Road are also slated for reconstruction and paving.

Queen Anne Pump StationSite work is expected to continue at pump station site (40 Queen Anne Road; south side of Queen Anne Road and Oyster Pond Furlong intersection). On Monday October 28th, sidewalk work is expected near the pump station. For public safety reasons, the southbound lane of Queen Anne Road will be closed from the Chatham Village Market to the Oyster Pond Furlong intersection. Local traffic only but access may be limited depending on the construction. Police details and signage will be in place. On Tuesday October 29th, final paving expected. Cape Cod Bridges Open HouseThe Massachusetts Department of Transportation is holding an Open House for the Cape Cod Bridges Program (https://www.mass.gov/cape-cod-bridges-program ) on Monday, November 18th, with sessions running from 12 noon to 3 p.m. and 5 p.m. to 8 p.m., at the Bourne Veteran’s Memorial Community Center, 239 Main Street, Buzzards Bay. The purpose of the Open House is to provide updates on the Cape Cod Bridges Program to replace the Bourne and Sagamore bridges and will include graphics and displays regarding recommended highway interchange options, proposed build alternatives, and next steps. Public comments submitted in response to the Open House will be reviewed and considered to the maximum extent possible. No registration is required to attend Open House sessions. The Bourne Veteran’s Memorial Community Center is an ADA compliant location and translation services will be available in Spanish, Portuguese, American Sign Language, and by request. The MainsheetThe name of our e-newsletter was selected from submissions by our community. In nautical terms a mainsheet is the line connected to the boom which allows a sailor to control the speed of a boat. We think that is fitting for an e-newsletter that can be used to quickly send out important information to our community or at a more leisurely rate for less pressing matters. It reflects Chatham’s maritime history, is reminiscent of the front page of a newspaper, and it is a fun play on Main Street, where you go to be part of all that is happening in Town!
